Hello everyone,

I wonder if anyone can help me with my problem?

Background.
1. I live in the Philippines where internet is slow
2. I had a reasonably good broadband connection through PLDT when I lived in Makati (3Mbps) stable fast, occasional outage.
3. PLDT is the main phone company here
4. I moved to another area (Fort Bonifacio, Global City) and whilst my new apartment had a PLDT 0.5 Mbps connection I thought I'd try the SkyBroadband internet, so I signed up for 12 months at 1.5 Mbps (23 dollars / month)
5. At first it seemed to perform well, but then later I started to get latency problems.
6. I noticed that in the evenings it would get so slow it would almost grind to a halt, and I found the 0.5 Mbps PLDT connection faster.
7. Upon checking I found that there was a lot of packet loss, I monitored packet loss throughout the day with a little OSX script file... It goes from around 0 - 1% during the day to up to 22% at night
8. After many emails between me and SkyBroadband, they are sending someone to look at the problem today, however, here is my issue...

The engineer will turn up between 9am and 6pm when the connection works pretty much as advertised. They will most likely profess that there is nothing wrong. I will show them my ping logfile and my screen shots of SpeedTest.Net and PingTest.Net at night and say NO it's not OK.

I have already explained to SkyBroadband that there is little point in sending someone during the day, when the network is not fully loaded, and that my result show that the problem is network congestion at night. In my view they have oversold this segment of the network and they need to upgrade it.

It has taken them 1 week to come out and even take a look at the problem. I am so fed up that I'd really just like to cut the line, hand them back their modem and spend the money on upgrading my PLDT line to 3mbps.

Can anyone direct me as to how I should handle this ISP (SkyBroadband Philippines), I think they are ripping me off badly.
