Ping is fine but I still lag.

My ping is always between 12-30, but my jitter is always inconsistent. I don't really know what a high jitter causes. It's always between 9 and close to 20. Does high jitter cause lag?
I use to play flawlessly and remember that I never had a jitter above 1. Now it's always changing. I notice when I play shooters, my bullets take so long to hit the other person, and sometimes, the bullets never even register! I need some help.
