Repartitioning the HD for faster speed

Hello,

So I just upgraded to windows 7 and loving it. I was reading an article about how the partition that is on the outside of the platter of the hard drive will have the fastest seek times as the head does not need to move across the entire platter. This is currently what my hard drive looks like in Gparted.

Empty space (57mb) | Windows XP (430 GB) | Windows 7 (69 GB)

So my question is, if I delete the windows XP partition, move Windows 7 to the left, and recreate the unallocated space on the right side of Windows 7, will the Windows 7 partition be on the outer part of the hard drive?

Hopefully that makes sense :)

I'd format the whole damn thing, reload Win7 back on it and let it go.

To be honest with you, I'd start from scratch too.....pull off the data you need to another drive, take this first drive, blow away all partitions, create a new one, full format, then install.
