Dunno....I have my automatic updates left on....so my Microsoft Windows and Office updates comes down automatically, as well as antivirus updates.
Judging from the link you have, it appears that manual update tools relies on .NET Frame. And in reading all the comments below..it appears some people are having issues with that home-grown update utility.
Last week Microsoft released 5x super critical updates which patched utilized security holes in IE that "drive by installs" exploited. You can be damn sure my clients got those updates..automatically!

Thx for responding Cat. I uninstalled it and see if that solves the issue. My updates are up to date on both as well so I will see if that was causing it. I don't think the updater worked that well anyways because I was using it and it missed an update that I had to manually do. Oh well.

That was the culprit for sure. I was away from PC for an hour, came back but no message.
av-comparatives.org just introduced a new "Whole Dynamic Test" which is supposed to focus on todays style of web based threats, a more "real world" test that home users face.
MSE did well, 4th place.
Symantec, Kaspersky, Antivir, MSE, and Avast took up the first 5 spots.
The new darling of the year, G-Data, finally fell a bit, as it had been dominating in several different tests this year.
4th place..not bad for the first 6 months of MSE.

Version 1.0.1959.0 is for all OS's, it isn't coming through the autoupdate feature of MSE yet so they're servers don't get overloaded. You can download the latest version right from the Official MSE Website, you are supposed to be able to install over your current version and it simply upgrades it, but I have already seen a few instances where you need to uninstall the old and reinstall the new.

did that before I posted last night and it is still the same older version.
Stumbled across a registry edit to reel in the signature update check intervals...default is 24 hours
HKEY_LOCAL_MACHINE/SOFTWARE/Microsoft/Microsoft Antimalware/Signature Update
Find "SignatureUpdateInterval"
Change the DWORD value for "SignatureUpdateInterval" to any number between 3, 6 or 12 (Default is 24) then click ok and exit the registry

Same here...since this new version is recently released, I just downloaded it, installed right on top of the prior version, rebooted..and it's good.
Doing "C:\Program Files\Microsoft Security Essentials\update" at the Run box didn't detect it yet from Microsoft updates...they'll probably add it over due time.

I did exactly as they said, uninstalled it, rebooted, installed new version, still same version lol. What sucks is that each time I do this, I have to go in and manually insert all of my file and service exclusions.

When you posted earlier I redownloaded it from the MSE site and it is the older version, the other day when I downloaded it, it was the newer version. The newer version for XP is available from Majorgeeks HERE.

I use McAfee thru AT&T Uverse, it's nothing like the McAfee I use to know, ( which was useless). This is like McAfee on steroids. But that new virus protection that Microsoft came out with is fantastic, my sister runs it on her pc.

Its the same McAfee its just McAfee has improved in the last couple years, though again its on a decline it seems.
I am trying out MSE now and liek it so far, feels light weight like Avira or NOD32.
