well i'm from the netherlands. and i don't know exactly what my cap is. i think about 15 kb upload and 500 kb download

No I think you are happy and satisfied, you posted where everyone should get this quest patch so I believe you should be happy, think of all the thousands of people who downloaded that Quest thing, yes it made you faster, you had RWIN of 49152, anything above that would make you faster, enjoy
