Main Windows 8.1 (dual boot with 7 and XP)

Same PC, same connection yet almost half the speed of what I can get in Windows 7. I barely use Win 7 so it's really annoying.
I tried updating drivers, downgrading them, tried the one from Win 7, tried Enabling all settings under advanced for driver, tried disabling them all, tried setting full duplex 1Gbps (which obviously doesn't help as the connection is recognized as 1Gbps even if I don't set it).
I also tried Ubuntu from an USB drive and got 250Mbps.
I have QoS disabled.


Only strange fact I find is that disabling everything in Advanced tab under driver settings has the strange effect of one of the CPU cores to be utilized @100% while the others are under 20% and if everything is on default or enabled all then it's another core that is 96+% and the others under 20%. This with IE11 and Firefox while on Chrome it's the same the other CPU cores are under 60% rather than 20%.

I also tried many other things but I forgot so if anyone recommends it I'll know if I tried it.

Current settings from TCP Analyzer are after I tried using the TCP Optimizer v3.0.8. (on Windows 8.1)
I don't understand this program so if anyone can help with it then I would be thankful.

My goal is to reach 900+Mbps in Windows 8.1 (or at least same speeds as in 7 if my PC can't handle more)

CPU: AMD Athlon 635 X4 OC to 3,2GHz
Motherboard: Gigabyte GA-MA785G-UD3H
RAM: Kingston DDR2 2x2Gb - 800MHz
GPU: ATi HiS HD4670 iSIlence 4, 1GB, 128bit
Storage: 1TB WD Green Drive, 2TB WD Red and 2TB Seagate Barracuda (Win 8.1 on the 2TB WD RED, Win 7 on Green. Though this should not matter as speedtest tests are made trough RAM.. I think xD. And it should not matter even more as in CrystalDiskMark I get 146MB/s seq reads and 143MB/s seq writes on the RED drive, also 91MB/s 512k writes)

(I might be away today and tomorrow so I will only be able to check on replies later. Sorry for this, but had time now to do all the tests and write the thread here, hope I didn't forget anything)
