- i just bought it and connect it into my router the instruction said to type 192.168.1.254 in IE browser to access the the configuration when i do that nothing happen

Managed vs Unmanaged..well, an unmanaged switch will provide no more than simple network connectivity, there is no DHCP options, no QoS features, no VLANing features, no trunking abilities, no storm control, just simple network setup, allowing a means of connectivity for a network. A managed switch allows the features above...and depending on the switch...more than that. You can manage them via different options, telnet, SSH, and most these days allow a simple web interface.
That switch has no routing functions...so you still need a router and a DHCP service.
Regarding the 192.168.1.254...is your primary network 192.168.1.xxx?

the switch is connected in a linksys BEFSR81 router with the following setting
Local IP address 192.168.2.1
submask 255.255.255.0
starting ip address 192.168.2.100
DHCP address range 192.168.2.100 to 192.168.2.109
also i'm planning on connecting it into Belkin's G+ MIMO Wireless Router at my store which will feed 35 computer will i have a bottleneck
