I have tried to use TCP optimizer but do not know if my settings are correct

As you are located over 1.5km from the exchange your speed will be taking a dip from the 24 mbps max. speed. My estimate of achievable speed would be 14-15mbps. Just my estimate.

Try testing at this link using the few test servers in the UK and post:

Any help please
Try the following with TCP Optimizer:

General Settings tab:
Custom settings - check
Modify All Network Adapters - check
network adapter selection - your NIC
MTU 1500
TTL - 64
TCP Receive Window - 256960
MTU Discovery - Yes
Black Hole Detect - No
Selective Acks - Yes
Max Duplicate ACKs - 2
TCP 1323 Options:
Windows Scaling - checked
Timestamps - uncheck

Advanced Settings tab:
Max Connections per Server - 10
Max Connections per 1.0 Server - 20
LocalPriority - 1
Host Priority - 1
DNSPriority - 1
NetbtPriority - 1
Lan Browsing speedup - optimized
QoS: NonBestEffortLimit - 0
ToS: DisableUserTOSSetting - 0
ToS: DefaultTOSValue - 80
MaxNegativeCacheTtl - 0
NetFailureCacheTime - 0
NegativeSOACache Time - 0
LAN Request Buffer Size - 32768
Then select "Apply Changes" and reboot to take effect

Also try the above settings with TCP Window at 324120 and see if speed increases.

The slight slowdown may be due to internet traffic as the earlier tests were done around 10.50am while the later tests after 1.30pm.

Ensure your router and modem are kept a few feet apart and both are placed a few feet away from any other electrical devices.

What kind of firewall and antivirus are you using? The timed out at hop 2 is probably due to the firewall.

IMO looks like thats what your going to get, otherwise its the ISP's issue to boost you or reconfigure your speeds.

Try uninstalling McAfee and see if that helps raise your speed.

Recommended free firewall and antivirus are:

Comodo
Active Virus Shield

Then follow Sava700's suggestion to get your ISP to reconfigure your line and check the status of line speed registered in your router/modem.

What worked for me and got me from 6Mbit to 20Mbit+ was changing the settings on my network card from 100Mbit full Duplex to autonegotiate.

Default Speed & Duplex setting of the Nic would have been auto-sensing or autonegotiate unless it was manually set to some other.

Trogers,
Mine was set to "force100 full duplex" by default. It was only when I changed the settings to "force autonegotiate" that I started to get the full 20Mb bandwidth. I must say that before I changed my NIC settings (which is onboard using the NVidia 4 chipset) I used the TCP Optimizer and moved the slider all the way up to 20. On reboot I did'nt notice any difference, that's when I changed the NIC settings to "force autonegotiate".
Thanks.

Control Panel -> System -> Hardware -> Device Manager

Expand on the Network adapters and click right on the name of your Nic and select 'Properties'

Advanced -> Speed & Duplex

Comon you guys you must all be looking the wrong way...

I pay (finland ) for 24 mb connection and dont get more than about 20 000 kbps on normal down loading (With A crap zyzel 660) with also wireless... I tryed a cisco box about a week ago and got in about 48 000 kbps without the box even warming up... and that was continuous!!! now with a old company box (with no name) I get speeds every time i try atleast 26 000 kbps, easy! Upload speeds vary from about 200-3000 kbps, I find it very funny but thats just that!!! please use normal judgement before blaming firewalls and **** like that (fedora 7-9 only Debian or Redhat). I still play lotsagames... even wingames dosbox/winetools is gooooooooooood.... And Like it or not Modems suk!!!
