Go to start>run and type cmd
in the black prompt window type this : ping -n 60 194.134.161.21 >c:/ping.txt
After finished, open your c:/ , find the ping.txt file and post it, to see if the latency problem with that IP still exists.

The timed out at hops 1 and 2 could be due to the firewall in your router.

As noticed by you, an intermediate router at hop 5 shows high pings.

To carry out a more detail check on signal route, Google and use PingPlotter.

also post your signal/noise ratio and line attenuation. log in to your modem to see those infos. something else, the traffic congestion is all the time or not?

I did an NDT, as per advice from Togers (thank you again!) my Provider Orange advertisers 20 Mb/s (20,000 Kb/s), my modem settings show 19304 Kb Downstream and 1016 Kb Upstream. However my SG Speed test shows an average of only 10,000 kb/s.
