sadly my pc is clean of other bandwith/loading and games when im testing. free of viruses and malwares. also same issue is with all of my other windows 10 pc's and laptops.

I still haven't Figured out the problem,but it seems that my upload is fine at most of the tests and the problems seems to be focused at RTMP that twitch, youtube and other streaming services/tests uses... is there any setting/registry change or something i can try to make those to not be throttled ...

I did Tried this once... same results on twitch and youtube stream upload. i tried it again. same......... any other suggestions please?

I have tried to change to CTCP with and without ECN did not make much of a difference... my connection is more or less stable all day and night..just only the throttle at streaming sites.
netsh int ip reset
netsh winsock reset
netsh winsock reset catalog
netsh int ipv4 reset ...

I have 2 PC with Windows 10 that on all speed tests got 30-40 uploading speed.
at twitch (and others) speed tests Im getting an average of 4-5 upload.
