Only the TcpTimedWaitDelay is in the TCP Optimizer (Advanced settings tab). It is related to the other two settings, optimizing it pretty much makes the other two unnecessary for normal use. I don't know, to me it sounds like either latency or packet prioritization/aggregation at your ISP, I doubt you can do much about it on the client side though.

Your latency looks good, your speed is fine, I would turn on TCP Auto Tuning, but that's just me.
