I down load TCP Optimizer, it shows in downloads as an exe. I place it on my desk top (shortcut). When I click on it it tells me I have to be in Admin or elevated. Hey Thanks. Before I got you reply I tinkered with settings and got it backup to over 5000 down and over 600 up. Then followed you advise and got:

I have windows XPpro. Before using TCP Otimizer The speed test showed 723 up and 5023 down. This was pretty much the reading I got on ever test sever.
I tried TCP Optimizer set to optimal settings and got 2300 speed down and 683 up. I reverted the Back file
