Either way...your setup is fine...a switch per room, each uplinks to a top level switch which also has your servers and router.

Don't worry about "uplink" ports...most switches now are all auto MDI-X....uplink ...

What is managing DHCP? Sometimes (not often..but I've run across it a couple of times)...a DHCP servers database becomes corrupted...the server doesn't let go of the leases and flush for updates...so it uses up its pool.

I usually have the DHCP pool....router at .1, managed switches from .2 to .9 ...

The 192.168.0.0/16 is reserved for private networks. A good example of a private network is one, two, three or more home computers connected to DSL or Cable through a cheap router.
