You may have a bad modem. Try to restart the modem with PC off and turn on the PC. If that does not work ask help desk to see if they can ping your modem.

You need to purchase a router. Connect two or more PCs to the router and the router connects to the DSL or cable modem. This way you run 2 or more PCs on the same network with only 1 account.
