It might just be your ISP, i used to play with 56k and could ping below 200 alot of places. Also make sure your modem isnt a winmodem. If its ext. or and ISA card than your ok.

You might want to ask your ISP if there having problems with their DNS servers.

Your IP address is usually linked to your MAC address on your NIC. If you change NIC's you will usually get a new IP.

I have the same problem with my cable but my ping usually gets up over 500ms during peak hours. I have been having an email war with my ISP since May of this year and they just keep giving me the run around wanting me to check settings on my pc.
