Cable ISPs have capped the upload speed to prevent users running server. Why don't they use PPPoe, which will eliminats abuse, in Cable?

I am using ATT@Home Cable service. ATT@Home assigns me a static IP address. When I go to some BBS sites, I can see my complete IP address shown on the board. I don't feel good about this. It feels like running naked on the street and everybody is watching me.

I am using @Home service. I got problem in accessing the internet a while ago. To solve the problem, @Home technical support changed my network settings from dynamic IP to static IP. What are the differences between these two? Which one is better?

Problem in using Sygate to share cable modem
I built a 3-PC LAN and use Sygate to share the external Motorola cable modem. I could surf the internet from all three PCs with no problem. However, I could not access the email server from the two Sygate client PCs. Any suggestion to solve this problem?
