What does he mean by this? Does that mean I could do Video editing on a 90mz machine. Would it score a 200 on the PC world benchmark?

It's not that hard to believe, especially given Windows massive overhead. The problem is the apps would still be ineffecient as ever, so you'd still need a fast machine.
