Couple of things...
Even the old wrt54g models were capable of a bit higher than 4 megs....you should be able to bang at least 10 megs through it..many of the versions closer to 20 or a little higher.

Ensure you have the latest firmware on it, ensure your MTU is set correctly...1492 if PPPoE DSL, 1500 if bridged DSL or cable.

There are some 3rd party firmwares which can squeeze a little more performance out of it, and add some features. DD-WRT, Hyper-WRT, and Tomato are 3x popular ones. Depending on which version of wrt you have...most of the versions will accept those 3rd party firmwares.

Put a good firewall on one of the PCs...and try briefly connecting a PC directly to the modem...run several online tests, and see what you benchmark a bare PC at.

With a bare PC to the modem....still only getting that...I'd say time to call the ISP. Less than 40% of what your package is.....that's unacceptable. Cable or DSL?
