ISA Server Problems

I had install ISA Server just for one purpose to restrict some users from using Internet. Now I` m using it for everything else except that. I have made a group of internet user, but when I remove the all users then in the queue in exchange i can see the whole @ sent mails waiting for queue. What the problem can I had.
