If you were to check mail through your ISP's website rather than to use Outlook Express or similar (example if you were travelling), you will need to input a username and password to access the mailbox. Use the same username and password as login details in the router setup.

If your ISP specified VCI to be 35 then that should be the value used. This value would be displayed and adjustable under ATM VC and WAN settings.

It is now early morning in Lisbon, and thus ping time to the US is quite low at 132ms. Do the tracert again in the evening at about 9-10pm and see if the ping time climbs to 200+ms.

The choice of TCP Receive Window (RWIN) to use depends on where you frequently surf to. If it is to the US, you should make an allowance for max. latency to the US. This will be the latency during busy internet traffic, which for most countries, are during 7pm to midnight. RWIN is calculated by a formula
RWIN = Bandwidth x max latency divided by 8
Max Latency = ping time x 1.6 ( or ping time under normal data transfer load)
Your peak speed seems to be almost 10 mbps.
So if RWIN = 519616, max latency will be almost 400ms (or ping time of about 220-250ms).
This is my result at 9 pm. I'm gonna try again at midnight, and once in between. Should I change any settings now?

I already forward ports in the router both tcp and udp I can get up to 1.59 M
and the connection is supposedly 24576 kbps (download) 400 kbps (upload).
is there anything else I can do to speed up?

As you can see, Speed starts to fall rather fast with distance for ADSL2+ for the top part of the service 24-8 mbps.
As for RWIN setting, I would recommend you keep it at 519616 to cover latency during peak times as well.
