Question on RcvWindow settings?

I have this on the TCP analyzer....
Your RcvWindow limits you to: 1284.8 kbps (160.6 KBytes/s) @ 200ms
Your RcvWindow limits you to: 513.92 kbps (64.24 KBytes/s) @ 500ms

now does this mean I can't upload or download beyond these speeds? I wouldnt' think so but I was just curious why they are the limits they are and would it help speeds if it was raised?

in thearoy you could only upload or download that high at that given rwin
