Ping Shooting from 80ms to 750+ ms

I have a 3 computer set up, 2 Computers running Win98 and 1 on WinXP, hooked up through a Router/Cable Modem. My roommate keeps running BitTorrent and Kazaa (share file programs) which congest upload speeds taking down all 3 computers to a slow crawl, is there anyways to adjust his Maximum Upload Speeds via(Cap, etc..) and if so how. Any suggestions taken, post here or E-Mail me at landebe@cox.net. Tired of 2 to 3 hours straight of pinging 750+ms off Yahoo.com lol.
