1. In the "Let's connect you to a network" screen, press Shift+F10 to launch the Command Prompt.
2. In the Command Prompt window, type the following: OOBE\BYPASSNRO
3. After pressing enter, the system should restart and relaunch the OOBE dialog.
4. At the "Let's connect you to a network" screen, click on the new "I don't have Internet" option.
5. Choose: "Continue with limited setup.
5. Accept the License Agreement and you should be able to proceed with a local user account.

Other methods:
Alternatively, in the Command prompt window, you can kill the network connection flow with the following command: taskkill /F /IM oobenetworkconnectionflow.exe

It is also possible to kill the "oobenetworkconnectionflow.exe" process by launching the Task Manager (Ctrl + Shift + Esc), or typing "taskmgr" in Command Prompt. Look for the "Network Connection Flow" process, right-click on it and choose "End task" from the pull-down menu.
