any program or thing that takes up bandwidth?

I've noticed that sometimes, when i'm browing the net, my dl's goes faster..
any program that uses b/w like the website does?
or does anyone know anysite that refreshes every 5-10 seconds?

i live in a building.. and.. don't think i have acess to any of these port opening devices.
yes, the modem router is my adsl mode.

this is how things are connected..

MY COMP------ADSL MODEM ROUTER---------ISP ROUTER-------- INTERNET.

I have NO access to the modem router they gave me, and they have to open ports on the isp router also.

Seems like they put me behind a NAT, to save them REAL ip's

i did tell them to open some ports, and they said that they did open them.

dynamic ip costs less then static, but will get disconnected after 24 hours, and i am a server, so my server will get disconnected every 24 hours.

there's only 2 cable companies, and i haven't heard of any problems they had ...

OK.. the thing is.. i got adsl 512/256 (static ip) but my isp doesn't have all the ports open, so i can't send stuff on mIRC.
I was wondering if you guys would keep on persisting to the isp so that they open ALL ports on the static ip, or would u change to the dynamic plan (which has all ip's open ...

I'm on the server comp, and this server is connected to a switch, and the switch to another comp. HOw can i make it so taht the client comp can get on mIRC or play online?

How to move harddrive to another comp

I have a comp with a 40 gig hd and 100 gig hd. The 40 gig contains the o/s and the 100 gig only stuff. Is there any way.. i can just take the 100 gig out of my comp, which only has files like movies, no o/s, and put it into another comp?
if not, what can i do, so taht i don't lose all the data?
