Just to preface all of this, this problem is only affecting one computer on my network, and the problem has only started yesterday.
My advertised speeds are 40mbitup/down, and I've been getting that until I installed a program called cFosSpeed to tweak some ping settings. After installing this program, my upload speed drastically fell (anywhere from 0.50mbit to 7mbit). My download remains stable at 40mbit/s.
I uninstalled the program immediately, rebooted, and was still greeted with the same slow speeds.
I ran TCP Optimizer, applied Optimal settings, rebooted, and got no better results.
I even tried uninstalling my anti-virus to see if that would fix it; no go.
My on-board network card is Atheros AR8151 PCI-E Gigabit Ethernet Controller (NDIS 6.20), if that helps.
