TOS 136 not always positive

I changed my TOS to 136 and the net seems fine and in some cases more snappier but my router itself is defenitly treating as very low priority. Accessing my router's gui in my browser is hideosly slow taking about 10 seconds for each icon to load. So I hope no other routers on the net treat as the same.
