You need to make sure your computer is plugged into one of the (I'm guessing there are) 4 LAN ports, and that your computer is set to use DHCP, which means its IP address is automatically assigned by whatever it's connected to, in this case, the router. If you have it staticly assigned, and it's something other than 192.168.1.x you won't be able to access the router. Make sure you're entering the IP address in your web browser. Also, you may have to put https:// in front of the IP address, depending on the router.
Knowing the brand and model of the device would also help to get more detailed help setting it up.
Generally what applies to everything is:
1. Connect internet to WAN or INTERNET port
2. Connect PC to LAN or numbered switch port
3. Enter IP adres in web browser (generally 192.168.1.1 or 192.168.0.1 depending on brand)
4. Configure as needed from web admin page

Step-by-step directions
In order to configure the router, all you need is for your computer to be hooked up the router. Make sure it's plugged into one of the LAN ports, not the WAN port. What brand and model router do you have?
To configure your computer (I'm assuming Windows XP), go to start > control panel > network connections, then click on whichever one is for your ethernet, it should say "local area connection." Right click on that, and go to properties. Once in there, there's a list in the middle with a bunch of items, one of which should be "internet protocol (TCP/IP)." Highlight that, and click the properties button, and then make sure the options for "obtain an IP address automatically" and "obtain DNS server address automatically" are both selected. After that, ok out of all those windows, and then go to the command prompt (start > run, then type cmd, hit ok, and type ipconfig) One of the lines should say "default gateway" and will have an IP address next to it. That IP address is the address of your router. Open a browser and type that IP address in, and it should take you to the configuration page. It will probably work with http:// in front of it, but you might want to try https:// if it doesn't. It will most likely ask you to log in, and for the default login info you'll have to look in the user manual for your router, since different ones have different defaults, though using admin as the user name, and then either leaving the password blank, or typing admin as the password are probably both safe bets. Once inside, there may be a wizard to help you set it up. If not, then you'll have to configure everything manually, which will require us knowing what type of connection you have (cable, DSL, etc), and which brand and model your router is.
