It does/can...that's what I run at home, on top of just the server itself, you have IIS, ISA/ Firewall, Exchange (biiiiig hit there), shared fax, FTP, dunno if you installed SQL with the package, a few others....you can "stop" the services though, you'll see the performance perk right back up.
