why does it happen to me??

I claimed to change my ip,but my isp denied..
I wanna change my ip becuz i cant access to hk.yahoo.com [one single specific site only,and its my major resource]???[what the heck??]but i can access to it when i am using proxy ,or from the school net,obviously, hk.yahoo.com never downed,but my ip is being blocked,.....

1. what happened?? what is the problem in my case??
2. can i change my ip?
3.is there anyway that i can get access to it by not using proxy??[coz it slows down my speed,]

u can change ur IP by reinstalling windows

Don't reinstall, you will still get an IP from the same range as the one you have now as long as you use the same ISP.

Only way around an ISP block is changing ISPs

this is not true i am afriad. windows has nothing to do with your assigned IP, your ISP does.

OLD FART is correct. I confirm- you need to contact your ISP and ask if they can change your IP. they told me no the first time, keep at them...
