Follow all the tweaks at Axcels216MaxSpeeedGuide and download X-Setup and tweak away. Also I saw you are on 56K, click on the "56K Tweaks" link in my signature and give them a try. :) :D

XP isn't faster than the 9x platform, in fact it can be much slower on older machines. Short of changing OS's (like going to 98SE) or upgrading hardware, I'd say...

Clean install
Find stable drivers
Create a fixed swap file (768 MB works for me)
Don't use bloated programs
Disable unnecessary startup items
Defrag
