Which OS before and after?

Good NIC?

Logged on as "Admin"...which sucks up many resources and leads to a sluggish system, or a standard account, which logs on with leaner resources.

Anti-virus on the Dell with real time file protection enabled?

Norton Anti-virus, as do most of the newer anti-virus programs lately, will have a feature, usually enabled by default, of Real Time File Protection. Open up your antivirus program and look for it. What it does, is "sniff" every single file and bit of data that the computer works with...in real time. Puts a performance hit on things, but gives you protection. But on a game server, something doing that job, you could disable the real time file protection while your game is running.....increasing performance.

Just assuming you had an antivirus program installed since you got an OEM Dell box.

Also your system, even though the CPU is probably much faster, dunno what your memory specs were on your old server, but with only 256 megs of RAM, WinXP will not be a ball of fire.
