I'm building a second box that will run Win2K/XP (haven't which decided yet) with the following parts:

MSI K7T Turbo2
Athlon XP 1700+
256MB PC133 DIMM
IBM 40GB IDE Deskstar

The box im my sig will become a dedicated Win98/gamimg box, so with the above system I'm not interested in gaming performance at all. But I will be using that box for everything but gaming, including video capture.

I want to be able to hook up a VCR or camcorder and capture and create short (1-5 minutes) video clips. It appears that getting a Radeon 7500 would be my best bet, as it's everything all wrapped into one.

I won't be watching TV or playing DVD's or any of that stuff, simply capturing video and "maybe" editing it slightly. Anyone has any ideas other/better than the Radeon 7500?

Either get the Asus GF3 Ti200 Deluxe (Which has ViVo) or you can get The Radeon 7500 if it support ViVo(Which I don't think it does.)

Now depending on your budget, you can do what me and Onetrueday are doing, we are getting Radeon 8500 and getting PCI TV turn cards (which will do video capture as well.)

You should talk to Onetrueday about this as well, as she is an expert on the topic. We both owned Radeon 64mb DDR ViVo's which has gotten long in the tooth for gaming, but still is amazing for capping and tv out.

Either go for the 64MB DDR VIVO or the 8500. The 8500 is only a few bucks more, @ $140. You can get a TV tuner card for ViVo.

If you really want the best video capture card, the ATi Radeon 8500 All-In-Wonder is simply the best. It can be pricey tho. The original ATI Radeon AIW is fairly cheap now and the Radeon 7500 AIW is kind of inbetween.
