Im using static ip for my router.
having 2.5mbps speed.
having issues with speed and latency from time to time.
is there a way to tweak it?
on your router settings?

Could be several things causing speed and latency issues. Tweaking probably wont fix the problem.
Try a speed test with the modem directly connected to your computer. Easiest way to tell if it's the router.
If that did not fix it, here is some other causes.
1. Bad modem
2. Bad cable or wires
3. Assuming you have cable internet, might be to many splitters, decreasing the signal to the modem.
I would recommend calling up your ISP and have them check your signal levels. If they find a problem they will have to send out a tech.
