Need help ASAP

I just moved in with my girlfriend and we got internet installed. We got the 1.5Mbps speed but I can never download faster than 200 kbps. I went as far as reinstalling win 7 to see how a fresh install did with the same results. I can get almost my max speed on the speedtest.net site and my provider said that if I'm getting it from that site the problem is my network. I'm plugged into my modem directly and I'm just out of ideas as to what I'm overlooking. I went to the TCP/IP analyzer and got the following results.

Download = 1.5Mbps speed /8 = 1500/8

It's normal !
