What would be an easy hardware to use for site to site VPN between small locations nothing expensive? Thx

What are you goals? Indoors/outdoors? What are you covering? Need 360? Wide? Panning? How many? Any existing..where it makes sense to stick with same brand?
Do you need any DVR for a minimum amount of time?
