All you have to do is run the latest TCP Optimizer, and then use the slider bar at the top to set the optimal settings for a 15 megabit connection.
After that, you apply the settings and restart the computer.

The big jump in the last few seconds would probably be due to Comcast's powerboost feature kicking in.

Only reliable way to test speed is to download a large file (>100MB) and check out the transfer speed in KB/s x 8 to get kbps.

I also did a CCleaner cleanup, SpybotSD, Hijack this,Full Virus scan with COMODO and Malwarebytes and everything clean.

I keep doing the speed test and the first 1/4 it starts at 1.5mbps and works up to almost 5 once it hits that 1/4 way done it jumps to 35-57 Mbps ping stays around 13-27

Ping times at the modem in hop 1 are higher than those at the switch in hop 2.

Power off the modem and relocate it away from ALL other electrical devices. Test and see if ping times at hop 1 become lower or same as hop 2.

It will be good to add in a router for better security against hacking.

Refreshed the page few times and the power level stays between 0.9dBmV to 1.3 dBmV

I Also took a few speed tests and they keep staying around 4-9Mbps once 1/4 way done goes 30-55Mbps the upload seems not affected at all its really consistent around 1.5-3.1Mbps

Also you mentioned about adding a router, Im bought a WGR 614 Wireless G Router for my Modem,Im most likely going to directly connect my PC and my xbox directly to the router, and have couple PSP's connect to it wirelessly and that about it,I should get my router between today and friday as i bought online.

Downstream Value
Frequency 663000000 Hz

Signal To Noise Ratio 35.4 dB

Power Level 1.3 dBmV
The Downstream Power Level reading is a snapshot taken at the time this page was requested. Please Reload/Refresh this Page for a new reading

Upstream Value
Channel ID 1
Frequency 34400000 Hz
Power 39.2 dBmV

EDIT: I got my router Today and I got all configured and setup. I ran TCP optimizer again and applied same settings so the wireless router would get it(that's what i think...) When i connect via Ethernet Im still getting that weird first 1/4 slow download and then it jumps from 20Mbps to50Mbps
I also tried using the wireless and it's doing the same. Another thing Im noticing is that web browsing is little slow after adding your settings they would load up right away...... Please help me guys, I want to get the most out of my connection. THanks in Adv.

Log into the router and disable its (SPI) firewall. See if this will solve the the slow download and browser speeds.

I disabled the SPI (stateful packet inspection)Firewall and i took various speed tests and speed didn't change same goes for the browsing. I looked into the Firmware for the Netgear router. I've got the v6 version and last night I did the update, and did a power cycle.I haven't mess with the motorola Modem since it's leased from Comcast. But if theres another firmware that could help, I'm willing to try that.

Unusual for MSConfig.exe to be auto loaded in the Startup.

I am not familiar with this issue. Perhaps you can search Google for more info.

I have it myself like that.
You think If we try different settings on the TCP optimizer would help the network?

You can try doubling Rwin to 1027840. But it may only help with the powerboost feature.

If signals suffer packet losses, speed with plummet due to many retransmissions to replace 1027840 bytes of data in the buffer.

I used the Rwin you gave me,the web surfing got worse, but the Download got even faster. On speed test it spiked about 65Mbps.

What if i Do a Winsock will it help.

What browser are you using? Winsock fix will revert settings back to default.

Try web surfing with IE8 and FF and see if there is any difference.

I gave it a try, IE was same, and for FF it was slightly quicker but overall identical.
Any Registry, patches,System tweaks, anything basically that would help...
Is there a legitimate free software that will completely update all drivers on my Computer?

Browsing problem may be due to how your comp handles graphic and memory, and not TCP settings.

Try disabling images in your browsers and see the speed difference.

You can save a copy of your registry using 'regedit' at command line, and use the 'export' command

Also, in Windows, you can create a system restore point first.

CCleaner -> Windows

IE - all except autocomplete
Window Explorer - all
System - All except last 3 (FTP to Desktop)
Advanced - none
