Well the question was very general. Best OS for what purpose? Gaming? Development? Simple Web stuff? Security? Databases? Servers? etc. etc.
There's a forum search function and I bet that question has been asked more times...

I chose DOS 6.22 for its simplicity, stability, and widespread use during its peak popularity.

best os i like is windows xp(service pack 2),it is very convinient and fulfils all my requirements.
