OEM is often a loose bin bundle intended for manufacturers, usually at cheaper prices.
Retail is a nice fancy boxed package intended for end customers. It will often cost a hair more, come with complete manual/literature, often with a larger software bundle and utilities, and sometimes with other goodies, sometimes with a longer warranty.
OEM video card will often just come with a simple driver cd, while retail video card will come bundled with games.
OEM HD will often just come by itself, while retail HD will often come with the ribbon cables, and a disk of utilities such as drive transfer/image, and drive overlay, etc.
