It should check for new messages every 30min by default. You can change that to as little as a minute(Tools>Options>Check For New mail Every...) If your talking about checking when OE isn't active as a process then no you cant, but you can get third party tools that can do that for you and will sit in the sys tray.

On the general tab under Tools-Options about 1/2 down is the option to send/receive on startup. Right about the option for how often to check for mail.

If that's from your system then you are already set! look at the second section down where it says send and recieve imediatley and notice the check mark in place.

i see it but it doesnt say send/recieve immediatly it just says send immediatly. when i send a message, yes it automatically sends it and doesnt wait for me to click anything or exit before sending. the thing is tho, it will not recieve immedietly when connected. trust me, i emailed this adress using a different account and then used outlook to open it and waited for like 10 min and it still woulndt recieve it until i actually pressed the "send/recieve" button. any more suggestions?

Sorry but I can not see anything in the Outlook Express setups that I have on various screens that looks like your screen shot. Hopefully someone else will.
