Quake 3 Linux Server - Ping Problems

I've been playing with setting up my Quake 3 Linux server.
The server is a Athlon TBird 900 MHz machine with 512 MB of ram running redHat 7.1.
I connect the Linux box to my 100Mbs cable modem router.
Currently I have a server config for 8 players. I've tried max_rates ranging from 3500-10000.
The ping shoots up & down from 50-999 constantly, some times the low pings last for an entire board, but not too often.
Does this sound like my service providers' problem, or mine?
What can I do to resolve this?
How do I get adelphia to give me more upstream bandwidth?
How to I test my upstream bandwidth?
I think if someone pays for two way service, they should get the same bandwidth for both directions!
