Charter High Speed Internet --- Problems or Praise...all are welcome!!!

Up until a month ago we were downloading at 20+Mb/s w/ a DOCSIS 2.0 compliant router/modem from charter. We upgraded our pc main-boards to board w/ 10/100/1000 BaseT nics so we called Charter for a DOCSIS 3.0 compliant modem/router. An installer arrived w/out a replacement and checked our speed and told us no matter what with even a 3.0 modem we wouldn't get any faster than 20Mb/s, so after pointing out to him we would (I'm a computer science major) He went and came back w/ another modem router which he had written in pen 3.0 on the box. He installed it ran a speed test tada same DL speed. After he left I got into the setup and saw it was DOCSIS 2.0 compliant. We then went up to charter and demanded a DOCSIS 3.0 compliant modem/router, brought it home, set it up and Bam! 50-90Mb/s DL speed. As of the last week or so our DL speed seems to be capped at 20-30Mb/s. Both wireless and wired. F%&K you Charter! Over-floweth my a$$!
