Looking for recommendations to photo editing software

Say I have a bunch of JPG's, saved in 1600 x 1200 resolution, and I wish to resize them to say 800 x 600, or 640 x 480.....what software is good.
Both free, and pay for.

If you are going to be resizing them, I say go with
Irfanview . It does a good job of the resizing tasks, it has a lot of other handy functions, and it is quite free. It should work for what you are looking to do.

XP power toys has a picture resizer built into it.

Not only is it the fatest image viewer IMO, but you can do batch processing, for example if you have 100 photos from your camera in a folder, and want to resize or rename them all, you can do it real easy, and it does the work for you.

BIG thumbs up there!! Does it right out of explorer and extremely fast. I use it all the time on my website and it's been invaluable.
