Is that photoshopped? kinda looks like the kids hand is going at a different angle, considering that he is a couple steps away!!

An adult wouldn't get away with doing that but a kid that size may in a zoo or park where the roos' would be tame. That's obviously where the pic was taken.
You would never get that close to a wild kangaroo.
The defence they use is to stand tall and leaning back on their tails. When you get close enough he will grab with the arms, lift both legs off the ground and up to your chest, then dig into your chest and rake downward.
Not pretty.
