Reseat the ram and PCI cards, especially the vid card, they're finicky.

Recheck everything, make sure your IDE cables are connected properly (red stripe closest to power), make sure everything has power, make sure all your jumpers are set right, make sure your floppy is connected properly (does the light on it stay on? if so it's connected improperly) make sure RAM is in #1 slot, make sure heatsink has good contact with cpu. Set BIOS to defaults, then tweak it after it boots fine. ;) :D :)

How many beeps?

beeps form the system speaker usually indicate that you have seated something incorrectly. Could be ram, video card or CPU.
