Can't turn on TCP1323 in XP! Plz HELP! Lobo?

I just installed Win XP. Everything is great, BUT I can not turn on the TCP1323 and therefore my RWIN is limited to 17520. I tried doing it manually, and using Cablenut adjuster, but still no luck. In the cablenut program the option is ON but on the TCP/IP Analizer thr RWIN is 17520 and the 1323 is off , scaling off, etc.
Am I missing something? I had no problems with this in Win 2000.
Any ideas? Anyone?

Thanks Lobo it worked! Now just one more thing please.
I have experimented with diff RWIN settings and these are the results:
17520 (before fixing the problem) - stable d/l at around 600KBps (not Kbps)
final setting 642400 (10 times 64240) - d/l peaking at 3.6MBps and dropping to average 1.5MBps or so.
The website I use is
http://www.nvidia.com
Download drivers from FTP
Its around a 6 Meg file.
Any settings I should try to make the speed more consitant? Reduce the 'peak and slowdown' effect ?

After the 'buffer' settings added:
Test running..........
** Speed 3062(down)/3523(up) kbps **
(At least 61 times faster than a 56k modem)
Finish.
Test Number: 1
Test Type: Download 5 Megabytes
Bytes Downloaded: 5242880 bytes
Download time: 7381 milliseconds.
Throughput: 5.419 Mbps
also average 1.22MBps from Nvidia
Thanks guys.

I believe you have tried the XP tweaks listed at the top of the page?
