upload speed,i need advice pls

Hi guys
i have shaw @home cable.I was asking my provider if ill be able hit 600kb/s upload speed (like fxp 40mb/s ocx3 connection to my cable).They told me ill be able hit that speed but i should visit your site and look here. " It is possible to reach those speeds but uploading is generally a
lot slower that downloading because there is more bandwidth available on our
network and other networks for uploading.There are a number of @Home cable partners, mainly in the United
