Iphone 7 . My hotspot is always active and it is off. My wireless service information has been compromised and all three of my phones are being rerouted thru another's router . In turn my phone is a hotspot . Need help asap please

This behavior is intentional in the newer iOS vairants, it is called "Instant Hotspot" and part of Continuity: https://support.apple.com/en-us/HT204681#hotspot
