Internet speed stability

I have b.band cable connection supplied to my home. I pay for "up to 50mpbs" which flexes from 0 to 37mpbs.
I have all new equipment , my desktop is hooked in though Ethernet directly. My iPad wireless. Both devices have a struggling time to go to web sites. Youtube freezes has to load ect. The tech come out from the cable company and it will work while the are at my home better . After they leave about 1 later it is running crappy again. Any suggestion out there?
