Windows Xp hanging on shutdown

Need some help fixing a problem. Fresh install, all updates installed. Windows XP SP3 will not turn off after it shuts down. Goes through entire shutdown process, mouse disappears, but tower won't turn off. I have booted in safe mode still doesn't work (without networking) I have checked error log, no errors. No idea what is causing this. Any ideas??

Update BIOS?
APM/NT Legacy Power Mode enabled?
To enable this, right-click on the My Computer icon, click Properties | Hardware | Device Manager | View.
Check the box labeled “Show Hidden Devices.”
If it’s available on your computer, there will be a red X on the APM/NT Legacy Node.
Try enabling it and see if this resolves the powerdown problem.
Or, to check the other side of the APM/ACPI coin, open the Power Options applet in Control Panel.
If there is an APM tab, make sure the “Enable Advanced Power Management Support” box is checked."
If that doesn't help, run chkdsk.
If you have your XP disc handy, run sfc /scannow
If that doesn't work, as YeOlde
Read a few articles on this being a SoundBlaster issue but that doesn't make much sense to me.

When you did the install, was the BIOS set for Plug 'n Play OS? Go in there and check, often an option in the BIOS.
Did you install the latest Intel Chipset drivers for the motherboard? Depending on the make/model...depends where you want to get those.
Often failing to shut down is an improper driver hanging in RAM. Ensure the latest drivers for all components. But often I see it related to a mobo setting or lack of motherboard INF (chipset) drivers.

Thanks guys I did what you said and I didn't have that APM on my computer, but I did notice when I selected "show hidden devices" that Parallel port had an X next to it. I saw what Cat had said about driver hanging to Ram so I enabled it. (I always disable Parallel and Serial port on all my computers because I don't see the need for them) Saved settings logged in and waiting till everything loaded went to shutdown and it took about 2 seconds to turn off. Lol. I don't even see what disabling Parallel port had to do with my problem but it fixed it.
