Having a really hard time deciding the right printer :(

So I'm trying to help my cousin out finding a printer that will be suitable for his needs. Unfortunately, I know very little about printers and feel like I'm in way over my head here but still want to help him out so he doesn't walk into best buy and get screwed over. He is looking to print 50-100 newsletters a day for a small start-up business.
From doing some research I have determined he needs the following:
-Color Laser capable of at least 4-8ppm actual printing speed (not manufacturer specs but real life speed)
-No bells and whistles needed (LCD, ethernet, WIFI, ect)
-Needs to be able to print b/w 50-100 full color pages per day (max. 2000/month)
-Cheap toner (~$200/month)
-Looking to spend under $500CDN
I have also heard that some printers require parts to be replaced while others have integrated those moving parts into the toner cartridges. Preferably would like to not to have to replace those parts but an OK sacrifice for a better printer.
